Context: Kenya's last boundary review was completed in 2012. The constitutional review cycle lapsed in March 2024, ending the protection of 27 constituencies. In January 2026, the IEBC adopted a phased approach, deferring substantive delimitation until after 2027. This raises urgent questions about constitutional compliance, representational equity, and electoral stability.
